Only issue with this strategy is for some reason some times nationalist Spain is considered unaligned rather than fascist

That's just an overbroad definition, it's exploiting a different set of mechanics, the only commonality is the referendum decision/event. If one exploit gets patched, it will not affect the other so I think it is practically speaking incorrect to say they are "pretty much the same"
