I don't think it can strictly speaking be called a cell activator given what I understand of the lingo but a lot of my paint effects are caused by adding about 1/4 tsp of Flood Penetrol per 5.5 oz cup of prepared paint.
yup, I'm in the US. Penetrol is in the paint section at the hardware store but when I ran out I had to order it because they were sold out at the time. Minwax wood conditioner also works almost as well but smells worse and costs a little bit more.
