Cromwell had been taught that you follow your conscience, and he struggled with the Reformation, he wanted to serve the Monarch but he was also machinating behind the scenes, as were the rest of the Aristocracy, these families had been rivals for centuries and had very rigid ideas of who should rule, and that also extended to European politics, including the Holy Roman Empire, based as it was in the faith of The Vatican. He carried out Henry's orders until he was tripped up and couldn't get past his conscience, yes. But Henry was narcissist and had Absolute Power, and a sociopath, he just saw people as Objects for him to get what he wanted. Everyone is expendable for these people. As you can see in the regime about to be installed with one Donald Trump.
Some of those in his court tortured people without authority in order to remove enemies. They were not just obeying Henry's orders. They were all active participants.
