One thing you are wrong at, is that Gutenberg editor depends on theme also... in order to WYSIWYG experience the developer of theme must enqueue CSS for both editor and frontend... some themes overwrite Gutenberg styles in frontend and that why it does not look the same in frontend .
Interesting that you didn't mention Display Suite. Also, in large enterprises, you need to codify the design language as it is strategic and not left to content authors to wing it. Also, when you need to scale the team based on demand, things like layout builder reduces the agility of the organisation to meet demand as you have a longer lead time in getting temp staff up to speed, and then there is the added cost associated with this method.
