Its actually magic. Most namekians display a weaker kind of magic, being able to heal others and conjure objects out of nothing, if you remember piccolo not only make clothes but he made Gohan a sword as well! The thing is that namekians are magical by nature and the dragon balls are a way of amplifying that magic so the magic the Dragon makes is way beyond what a single namekian can do at a time, thats why it takes a year for it to be useable again, its like its recharging magic potential for an entire year. Thats also why the dragon can't accomplish feats greater than what its creator can, like killing someone with greater ki than the ki of the dragon balls' creator!!

But Porunga can grant 3 wishes but cant revive more than one person at a time so it makes sense! Also, Porunga still have greater potential than Sherong did because the elder namekian was way stronger than Kami was during that saga!

I honestly think though, that piccolo is possibly a hybrid.

I feel like Piccolo is a character that outlived his use in a intriguing story. Basically he's the character Tien. The only difference is fans like him more so they wrote in afterwards that he is stronger than Tien. Tien I say at one point!! WAS stronger than Piccolo. Piccolo never defeated Goku while Tien actually has. It was kind of cool to learn about Junior Piccolo deriving from the evil King Piccolo! But after that story line I don't see why he should have continued to be such a primary character........ I kind of have a special spot of the hatred in my heart for only Piccolo. Because the the only functional narrative Piccolo succeeded was to make my favorite character in The dragonball Universe insignificant........... I still love you Yamcha
They did him dirty at the tournament of power. Eliminated by a bug. 17 was able to use his sense of hearing to track its movements even though piccolo should've been able to do the same.

I need Piccolo to fuse with Saonel (Saoneru) and Pirina (Pilina) to become The Greatest Namekean. But not before he goes to Yardrat and gain Spirit Control over 2.9 years long in meditation. Then Jiren teaches him how to unlock his own potential. So before he loses to a new Demon Lord, Pirina also loses as he was rescued by Piccolo who got knocked out and injured. Saonel gets a major hit in, but eventually loses. The two know they are down and done, so after the souls of Namek inside them sense the godhood in Piccolo with the perfect balance to withstand the Demon Lord's Majin affects, they are told to touch Piccolo and fuse with him. This brings Piccolo back with ghost images of Kami in the background and the others spread out all glowing and having bright, sun like eyes. Piccolo's power surpasses SSBE by 3!
