When engaging combatants that are in water and unable to defend themselves is when its considered a war crime.
@@bootycheekactual9424 No, that's only true for combatants who have surrendered or are incapacitated. These are active enemy units on an assault.

Why do people think everything is a war crime? War crimes are only the most heinous of acts during war, not this. It's the "you're not allowed to shoot parachutists" misconception all over again...
Military training (but this was a while ago for me, this could have changed) says an enemy combatant is active until:
1 They've surrendered
2 You've advanced past them
Other than that, shoot them. This of course only applies to soldiers, not non-combatants.
