His voice here sounds exactly the same as the studio version. The only differences are that the studio track take is a mashup of the best pieces of each take, it probably has some pitch correction (and if it doesn’t, off key notes that sound bad are replaced with parts from different takes), and there is reverb, delay and all the other effects you put on a vocal. A studio recording is like if you had ten tries to sing one line and get to keep the best parts from every line mashed up together. When you sing like Art, where the sound requires techniques that are hard to always reliably control (snobs call it bad singing, but it’s a lot harder than the sht they do), a live show is always going to fall short of the studio version. But even with that he still hit every high note, had his characteristic air throwing off his soft pallet and back of his throat, and had energy in all the spots he needed to.
regarding Art's voice, I was a big follower of the band during this time period and before...between the final tour for So Much for the Afterglow and Learning How to Smile he had throat surgery and started singing way before he was supposed to. His voice was never the same after, when this line up broke up I remember one of the touring musicians threatened to release some of the none studio corrected vocal demos he had from Learning How to Smile out of spite.

This is probably really close to the raw studio takes he did for this song, and the album cut is likely a mixture of all the best takes, or at least a single best take, where all he is doing is singing, not playing a guitar, not entertaining a crowd, and in a situation where he can hear every detail of the sound he makes. If you mean in 2018, well, probably he doesn’t feel the need to plow his vocal chords and throat muscles so much any more, not to mention screaming almost every night for long stretches at a time for years on tours eventually takes a toll.
