This is not shitty programming. It's an artistic choice. Not every game needs to be completely skill based. Adding random variables is great for the sandbox experience. Rockstar have some of the most talented engine devs in the industry. Edit: also in that particular instance you mentioned, the AI is specifically programmed to miss, as you approach the plane.
