You should look at Milan, Italy; none of the buildings are super-tall, but the Italian city has been experiencing a building boom not seen since the 1960s. In fact, no other city in Italy has really built any skyscrapers since the 1990s, with exception of the godawful Intesa Building in Turin.
The surburbs in Seine Saint-Denis don't really look like the american suburbs a 3:06 ahah

hmm all this looks good on paper but not feasible, and who will pay for all the year-round landscaping. They should focus on building new areas that include cars, bikes, pedestrians, and pleasant to live in. A lot of french cities have forsaken the landscaping and vegtation just grows everywhere and it looks trash.
The city of Paris is almost on banckrupcy, so it will never happen the way you discribe !!!!

no paris to the obligation by law to have a balanced budget like all the cities of the country therefore the city cannot be bankrupt and besides the bankruptcies are extremely rare in france
