It is common in Chennai you find people having telugu roots.. Most if them don't even know to read/write telugu and speak it limitedly only at their home.. But they know Tamil better than Telugu.. Would have studied tamil at schools.. They identify themselves as tamil only..

As far I know south Indians have the good spoken English. You should go to villages In Tamil Nadu. Even in 80s a old man would understand English and speak with a Anglo slang at least minimal words. It has become better with time only! Only bollywood speaks English. I have seen very many high academic entrants from North who don't know how to write their address in english but they dress very western!
