What he was trying to say was that nature creates random samples, and then let them be until the best survives and then the kind that survives gets to reproduce. But the creation of random samples itself are bound by some natural laws which indicates intelligence.
Secondly, Please correct me if I am wrong but, It just came to my mind, that the same Ayah quoted by awais, the translation is "We have indeed created man in the best of تقويم
Now the word تقويم not only means mould or stature, but it has different meanings in different contexts, like تقويم الأداء means assessing performance, تقويم الأسعار means correction of prices, تقويم التناوب means single wave rectification, in these examples, the word تقويم indicates, assessment, correction or rectification which may indicate a process of perfection, and Allah knows best, baqi ham la ilm log hai na bio ati hai na deen aur na arbi itni khas

Multiple points where he has attributed intelligent tendencies to nature
1) nature experimenting to find an outcome , if in the first time the desired outcome is not reached an UNINTELLIGENT nature has no reason or ability to even know that it has to experiment with different processes to reach an outcome again it can simply just end up doing anything else
2)even if you agree for a moment that it is the nature of the unintelligent nature to experiment in such a way
The sheer ability to CHOOSE
What outcome is needed
To recognise that the outcome has not been achieved
To recognise that the process used was not adequate to reach that outcome
And to repeat with a different set of process to reach the SAME out come of creating structures that may lead to life
Multiple attributes of something intelligent was given by him to nature in just one sentence
SUBHANALLAH, i think one reason behind the verse which asks us to ponder over creation was to make us realise it will never be possible to achieve such complexity without a creator
