98 Ford Explorer - How Do You Get To The Wiper Rails?

98 Ford Explorer - How Do You Get To The Wiper Rails? Can't figure out how to get to the wiper rails/arm....any info greatly appreciated.

The screw is located in on cowl on the driver side in the middle right where the two cowl connect
