GTA SA's APC is only used for riot purposes that's why it shoots water and is heavily armored. It can't swim. Not in GTA SA Multiplayer though because the vehicle HP is set to 999 which means it'll explode just like other cars. GTA V APC however is customizable which gives you more option for its weaponry and it's amphibious as well.

@@kazm4760 outside of the mission that vehicle is used for riot purposes and there was a riot during the events of GTA SA so it's obvious that it is a riot vehicle because of its armor. I have no idea why Tenpenny didn't use it during his escape which is pretty stupid.
