After they were forced by federal law to make the barrel orange, the gun mode just kind of lost some of it's appeal because being a robot in disguise as a toy gun instead of a real gun kinda missed the point of the toy, which the law is stupid anyway cause a criminal wouldn't be adverse to paint the barrel of a real gun orange to throw off law enforcement, making the law completely useless.
I think they changed it because someone tried to rob a place with a megatron gun or something. I remember hearing that in some megatron retrospective video

So great he moves... but he's too big to actually take hold of him and 'fight' other transformers YOURSELF and play him. This isn't a toy, it would be like if video games came first, and then someone made a movie and said 'oh look how cool it is, it does everything on its own!'.
