In case of a derailment, when the train jumps the tracks, the inside rails prevent it from leaving the tracks entirely. If you notice, those inside rails are generally in areas of steep embankments, bridges, & stations. Those are spots they would want the train to stay as close to the tracks as possible in a derailment.
I am old enough to remember trolley wire between South Blvd and Linden, plus one car shuttles with the motorman who took your fare himself!
