Rush didn't open the gate, its the lever in room 61 which opened both gates simultaneously. Rush simply allowed it to happen by loading in room 63 early, before I pulled the lever.

It often happens in 59 because the big basement in room 61 requires a lot of empty space to generate. If there's something blocking it then you get Glitch which removes the previous rooms.
