I have that exact same coat in a beautiful chocolate brown color. The straps on the sleeves are there so you can fold up the sleeves and use the straps to hold them in place. Push the straps back through the hole and down the sleeves towards your hands. Fold the sleeves up (cuff them), then pull the strap over the cuffed sleeve and button. I've got to get the coat in black after seeing this video. Which is fine because I'm obsessed with the brown one and I need a black wool coat for my wardrobe.
