NYC pays for new septic systems in it's millions of acres of water shed. Maybe GOPers in AZ might want to tax the rich a little so state can pay for new septic systems over your water wells. It's hard to make homeowners pay for it making no more than parents 30 yrs ago, despite 2 people working 3, 4 jobs, so their bosses can get richer and richer and richer.
