The real boss here is the camera. If you can deal with that, hold block. Attack in between his ranged strikes, all of which take no health if you have a sliver of stamina left to block with. In the final phase, it's pretty safe to stand right up the back. Not entirely, but standing as far as possible increases the odds that he'll do basic ranged attacks that are blockable. You can then attack with ranged Ninjutsu skills. The end. Oh, and brute guardian spirit is the only choice here.

Im playing with a Katana. Yesterday I beat him again on NG+ on the first try without any problems and yeah try to block as many times as possible. It's not a hard boss
I found a even easier way. Sortof. At least Cheesier. The Yokai ability you get from Cat wheel lady with a lucky shot can disable one hand in a single cast.
This boss fight was cool but so badly desinged. You seem to need the brute burst counter to stop him and i've been using feral all the way though the game. Plus the lock on and camera being highly unhelpful. Not hard when you figure out how to beat it, but hella annoying.
Why can you only burst counter this guy with brute form? That doesn’t make a lot of sense? I’ve been able to use my feral for basically anything the entire time.
They're unlocked as you progress, I think by 5th World/Area. My guess is that by now you are able to have 3 since it's been almost a year since you asked.

True. This was where I started moving to brute only. My Relentless Tonfa build focuses on brute and now I can't imagine using anything else.
With Ninja-Build and Flaming Heron Feather, no problem. Tried it melee with Kusarigami but no chance. Used feather on arms, walk in the park.

Yep. Only Brute working in some scenarios is why I now only use Brute - that and it is in my opinion the best form for a really aggressive play style.
How do you unlock 3 guardian spirit attacks? I really want to use a 3rd for the bonus strictly

What attack do you use on him in phase 1 when he is down? (Lying down)
I think that's the Reaper skill with the Kusa that you're asking about.
Kusarigama makes the fight 10x easier
I don't see how those laser eyes/ranged attacks aren't hitting you. You supposedly can block them but I'm not seeing you change to a blocking stance.
Kusa high stance and guard look practically the same.

I burst counter the move so it gets interrupted and never happens. Can only do it with Brute.
