I think it switches between D Mixolydian to C Mixolydian, then to Bb Mixolydian back to D and repeat. When you hear the chord change, it's changing keys following those changes.

Hiya: small correction: the basic structure is D to C, then back to D, then to Bb, back to D. Rinse and repeat.
