To cut a long story short, as you have asked for three things that should be done after a government is formed in J&K.
1. Full restoration of all the temples in J&K which were demolished by jihadis/millitants in late 90's or in early 20's till now. And of course roads should be properly constructed.
2. The government should release enough job vacancies and should timely conduct the competitive exams for eg. JKSSB, plus those vacancies which should be given to Kashmiri pandits. And also the elderly people of rural areas, villages should be provided with old age pension schemes for their basic survival.
3. Quick actions should be taken against every crime like in Uttar Pradesh. The matter of women safety should be prioritized and should be ensured well.
And in today's date the security in the valley is too tight that the terrorists are not able to make any movements in Kashmir so they are targeting the other districts of Jammu, the government should also tighten the security in Jammu city so it can be fully secured, then the government might be able to attract much more private sectors to setup their companies in Jammu as well as in Kashmir which will create more job opportunities for the unemployed.

Most of the people consume alcohol in jammu (95%) . Now the consequences are obvious as they can’t even tell what they need from the govt.
Education is very important.
According to me top 8 things that govt needs to look into:
1. JOBS
2. WATER
3. Electricity
4. Roads
5. Hospitals
6. Colleges
7. Schools
8. Alcohol ban
