@@kristibbs-lg9gy because all paths (including Japanese, monarchists and especially communists) are calculated on the historical situation. however, it is always possible to choose the necessary path for the country in the rules of the game.

You should build infrastructure in the early game and then build civs and mils on those states afterward as infrastructure doesn't get a debuff from civilian economy and your factories will also build slightly faster
