- The Declaration and Resolves of the First Continental Congress was an effort by the colonists to define their constitutional rights and to justify resistance to British policies that violated them, like taxation without representation.
The first resolve stated, “They, [the colonists], are entitled to life, liberty, and property.” Much of Congress’s statement of rights found in the Declaration and Resolves foreshadows themes articulated in the Declaration of Independence.
