You may refer to this video on how to setup OCI Streaming, one point here in OIC 3 that is the latest version of Oracle Integration Cloud, the requirement of setting up agent for consuming OCI Streaming messages is no longer required for public Streams, if your stream is private than you will either need to configure OIC Agent or OIC Private Endpoint ua-cam.com/video/uauuJETam4I/v-deo.html
