I think it might have been that he's willing to make a pact with us, so we CAN control him as shown later in the game, but metaphorically we belong to him, like in a "master" type relationship.

Are you referring to 2-I? Obey Me! Official confirmed 2-1 is the final task. I thought I was stuck as well.
In the secret ending, 2-19 is the final task.
