The achievement is still obtainable. Not just by the use of third-party apps, but from in the game. If another player in your game has the achievement, everyone in that server will be given the achievement too. But only, and ONLY IF that user recieved the achievement by being in the same server as Garry. So, if you recieve the achievement from someone other than Garry, you cannot give the achievement to others.

Ok I got this achievement which is really cool but to make it doubly cool I used to run a small sandbox server with about 20 players on average and he joined my sever and that's how I got it. I was so hype I literally explained it to my parents lol
