Noel wanted a life of misery and a tragic death (he had his tragic death and Mischa did say his life was tragic soooo) so I don't think he would have been a good pick. Jane had no one waiting for her, she didn't have regrets or ideas about what to do if she was brought back; sure, she mourned the loss of her life and memories, but her having no memories of her life or people to remember her was in my opinion exactly why she wasn't a good choice to be brought back. She didn't have any idea about what to do or where to go. That left Constance and Mischa, and honestly I think both would have been great choices. Constance could have changed the lives of people around her with her new realization, she had a family who loved her... The main reason why I think Mischa deserved a second chance at life more than her was that she wanted Jane to be brought back and would have happily switched places with her if Ocean had chosen her.
