tornadoes can form without the presence of rain, but they can't form without at least a supercell or mesocyclone present.. there has to be some kind of cloud system for the tornado to generate and maintain itself.. if the atmosphere doesn't have the convective potential required to form those clouds, then it definitely won't be able to form a tornado.. dust devils are different and fit your initial description more edit: aside from the beginning, everything else looks pretty accurate

Bro, actual weather enthusiast here, wth is this, “tornados” under clear skies generated by heat are called dust devils, and usually pose not a threat, and in a tornado warning, don’t waste the time packing for 3 days of food and taping windows, just go to the most interior part of the building, the people who made this have no place giving advice about the weather
