I’m working on a blue hawk lawn sweeper that won’t turn. I took all the pieces apart and cleaned them w wire brush, pins don’t like that damaged. Is it possible the sweeper is so rusted the rod that the sweeper is attached to?

Yes, I've seen that and took everything apart, inspected, and cleaned it. It's amazing how a little rust can stop it from working.
