TheThunderDragoon it's alright. you needed to transfer pikachu from pokemon stadium (the only way it learns surf) to pokémon yellow and go into that house. not many people know that either.
To get surf pikachu you need to bring your pikachu from pokemon yellow to pokemon stadium using a game boy transfer pack, put pokemon yellow on the pack and go to the pokemon lab in pokemon stadium, then take your pokemon from yellow and then go to the stadium mode in round 2, go to the prime cup and clear every single match while having pikachu in every battle, (match 7 in the prime cup master ball doesn't count mainly because you face a trainer that has the legendary birds normally doesn't happen unless you have pikachu) once cleared you will be given a choice if you want pikachu to learn surf or not hope this helps.
I always knew pikachu could surf and fly since the intro montage before you press start shows him surfing and flying strapped to balloons. Sad I never got to play this :(
Funny story. I taught mines how to surf and fly, but the game eventually glitches and turned Pikachu into a Slowpoke, yet he was a Slowbro when used in Pokemon Stadium.
If you want a surfing Pikachu, just get a Female Pikachu and a Male Marill(make sure it knows surf)once you get the egg hatch it, the Pichu should know surf, if not, repeat. once it knows how to use surf, raise it until evolution!
beating one of the modes in pokemon stadium allowed you to teach your pokemon moves they normally couldnt learn. surf on pikachu was one of those choices
@whateverman026 I think you're thinking of evolving Pikachu. You could do exactly what you described, but instead of teaching surf, use a thunderstone. You cannot teach Pikachu surf in red either, even if it's the one from yellow. The only legit way to get him at that point was through Pokemon Stadium.
It's actually correct. The waves were moving towards the beach. Pikachu was riding over them letting pass from underneath. It all checks out sooo YAY LOGIC.

Then, that's when Nintendo knew that they needed to step up their game and release a system which read disks rather than cartridges. Also, I love the N64 too! P.S. I'm sure that the "Zelda" franchise is pefectly comfortable where it is now, selling millions of copies of old and new Legend of Zelda games alike...

Transferring the surfing Pikachu from Pokemon Stadium over to Pokemon Yellow requires a special adapter that plugs into the back of the N64 controller and lets you insert a Game Boy cartridge into it.
This is actually a really cool looking mini-game. I thought it would be stupid since it's so hard to get and like 99/100 who own te game don't even exist but I was wrong for sure lol. I just put Yellow version on my iPod touch and made it so that all Pokemon are catchable and pikachu can learn surf. Look forward to playing this soon! :D
You can abuse the mew trick to get an extra pikachu, use it again to get 44hy (a glitch pokemon), evolve that into Q, and do the Q glitch to give the pikachu surf. That way, you can unlock it without hacking or trading!
Apparently you could also trade your pikachu to a red version, teach it surf then trade it back. But then pikachu would not follow you anymore and would have a cry like in the other versions of the game which kinda sux
@MoonIMover Look at clouds, see @FalzarZ conclusion. Both him and the waves travel forward, and he is slower than the waves. The clouds move in the opposite direction.

i remember i used a gameshark to get the move Surf onto my pikachu so i could play the minigame. Booted up my Yellow cartridge today and the battery has finally died. Good thing i have all GB pokemon games on one of my N3DS XL's and the minigame is just unlocked on Yellow version VC. I know that i got over 7000 score as a kid but don't even know how i did it, knew about the forward then backward flip for 180 and triple flip for 350 but could never usually pull that off unless i got lucky at the very end.
That's pretty awesome getting 5900. That game really has a lot of luck involved. The best I ever gotten real play was 6182. (I write down all my top scores)

@MoonIMover what you do is you beat poke/prime cup and use a pikachu from pkmn yellow (you need a transfer pak) for all the battles (or in the three selected pokemon that can go into battle, it doesn't have to be used) in round two. and you unlock surf for the pikafumanchu and when you go to the beach near fuschia city (i think, it's been awhile since i've been there, just started a new one recently so I've been working on getting surf again) and talk to the guy with the surfing pikachu.
You need to get surfing Pikachu either through Pokemon Stadium or Game Shark, and go to the house under Fusha City. (Use a gameshark.) Once your Pikachu knows surf you can play this game.

I played this minigame when I was a kid. I got Pikachu to learn Surf by using a GameShark.
This game should be remade in Sun and Moon, instead of a Pikachu it will be an Alolan Raichu.

@begbieboy FYI pokemon yellow was not GBC it was GB. GBC games could have 3 colours per sprite, due to GGC being slightly more than 8bit
