They don't, there is no reason to do this other than saving wear and tear on the crane, or if it has something wrong. A mobile crane is just that mobile.
The only thing I can come up with is that the axle load is lower this way so they can get over a bridge or something, either at all or without getting permits.

True, this is because the front modulair dolly is raised oneven so the gooseneck compensates on the fifthwheel ! You can see that the driver doesn’t changes it! Verry stressfull for the trailer.
I was born and raised in Chambersburg PA didnt live far from where Grove was founded and as a kid my dad worked at Grove World Wide. Wish i had video/photos of when they had there own trucking fleet for there cranes

did an escort with the counter weights on a flat step deck trailer and had to stay with it at 50mph.....Minot to west Fargo took 6 hours. Thankfully i blew a tire on one of the drive axles, after the repair i got to run normal speed to just in time to catch them at the west fargo exit hahaha
I would have done a 3+5 modulairtrailer configuration because you could use the extra length off the trailer to compensate the even level of the 5 axle modulairpart by moving the counterweight another 1,5 meters backwards! This wouldn’t cost you anything butt gain you so much more gripp on the back off the trailer especially when you steer tight corners.

Some problems with the crane? Normally it could drive by itself on the road.
