Still makes him an anti hero, he doesn't like the killing, he regrets every life he has to take, and while the killing is wrong his goal is ultimately good. If you don't know what an anti hero is then I'd suggest you look it up but another example is Thanos: his method of killing half of all life was wrong but his goal was to prevent extinction in species via overpopulation.
