I have not heard that it went through at 1:30. I heard that the weather started to change at 1:30. Drizzly, lightening, thunder. Also, remember people don’t have a good grasp of time when going through an emergency.

what I found interesting when you show the video of Camp Mystic is that it is on top of the hill the camp I went to in Marshall, Texas. The lodging was right next to the water. and it was tents on stilts.
