I would suspect they're chasing/feeding on shad. The bass will chase them to the surface causing them to run out of real estate. I throw a popper or fluke, or even swim a spoon just below the surface when this happens. Some have suggested the larger bass will hang out deeper below the surface looking for an easy meal (injured shad that sink below). I've caught some big ones in these situations by running a weighted swim bait deep. And often these shad runs (what I call them) will end as quickly as they began.
