Since you need to have the utility space open to use the AC, is it possible to lock it in a partially open position to prevent bored teenagers (just an example) from playing with your breakers?
The utilty spaces rolling shutter has locking position above the AC outdoor unit so you can lock it in 2 positions to prevent exactly from what you describe happening and to store your stuff securely
