There is a 2-page paper titled "Computer" which was "published" in the IJSER (International Journal of Scientific & Engineering Research), volume 7 issue 4, 2016. If that doesn't convince someone how fake these journals are, I'm not sure what will.

I just learned it from your video. However, I recently paid one journal to publish and they did not take any actions and never reply my email. What should I do? Can I resubmit my paper to another journal?
This is obviously upsetting. I suggest you post the name of the Journal here so no one else submits to them. Perhaps dispute the charges with your credit card. If it has been more than a few months, I don't see a reason not to submit it to another publication, assuming they have never responded or posted it. Best wishes.
The journal is called “ academia publishing” and there is a branch for educational publishing which is named “ academia journal of educational research”. So disappointed. It is too late to dispute this transaction.
