How can NATO be unprepared when they exist for this purpose alone?
Let me explain it:
NATO pure existence can prevent most nation to attack any members. Because for example Serbia would never attack Croatia, because as soon as he do, they war againt USA and many more nation, they would be crushed quickly. Even stronger powers not worth it as they would risk a nuclear war against the USA.
So this way, NATO protect it's members by prevent anyone else to even think to attack them. The pure existence of the alliance protect it's members.
BUT if there is a maniac like Putin, who'll risk a nuclear war just to stay in power, then it's alone not enough.
And moving NATO troops (Especially US military forces) to the countries who are in danger take time and money.
And as it's not the USA puppet states as their enemies love to think it, US only station as much troop in each memberstate as much the said nation asked.
And in the last 20-30 year, there was no major threat, so many member state not asked US troops not or just small number.
It's a defensive alliance, those who claim it as a warmorgening power are the ones, who don't like the idea that they can't invade anyone (like Russia did in Ukraine) because they must face with a much greater power than they are themself.

Russia is not only dependent on oil and gas revenues (your last sentence), which European countries are slowly weaning off, BUT also on military resupplies from Iran and Northern Korea. Of course, India still depends heavily on Russian oil, bypassing sanctions. Sure, Russia is the best friend of India, but your report must be well balanced.😅
Fact of LIfe: If you have enough resources (and Russia has virtually unlimited amounts of ALL the main resources, including farmland/food-production facilities) you can organise your world in any way you wish. And a big-enough landmass makes you un-invadible and unoccupiable. THAT'S Russia's position, and has been for the last thousand years or more. "Dependence" (as in oil and gas revenues) are really quite irrelevant, since 'dependencies' can be altered/adjusted at will, and often in a very short time.

International trade is a 'convenience', a luxury to which we've all become accustomed, BUT DON'T 'NEED'!. When the SHTF (man-made or natural) those who want to survive will revert to living quite comfortably on the resources available. A quarter-acre suburban block can grow enough basic food to maintain a family, along with chooks/rabbits and assorted wildlife. That includes bartering with others; and some ingenuity. I grew up in that sort of post-war world (along with FOUR MILLION other refugee-migrants) and they ALL did well! (I don't know a single one who didn't own his own home within FIVE YEARS.(and as a 5yo actually helped my father build OUR house, which was finally demolished SEVENTY YEARS later to make room for a high-rise. (and I have recently built several houses of 26 sq. with all mod-cons, each for a total price of UNDER $10k. ) Heating/lighting/cooking were all accommodated by my mother with an old-fashioned wood-stove, etcetcetc. while after work every day my father milked a cow which he retethered in a new spot (football-ground/schoolground/'nature-strip'/ local lawns that needed mowing etcetcetc. as required.
And of course the excess milk/cream was bartered for stuff other people created.

WW2 was a conventional war with massive damage and loss of life until after Europe had been won, President Truman decided America and its Pacific Partners had lost enough and, the battle became nuclear. It must be considered that some might consider that we don't want a protracted conventional war but rather buckle down for a preemptive tactical nuclear engagement. Most will say that no one wins in a nuclear war; yet a conventional 5 year war might cost more than 40 million casualties and the complete physical and financial ruin of Europe and maybe America and our Western Alies? The next war will be fought by every living being, not just by those members of the military. The world needs to enforce the Rule of Law and proactively counter the behavior of despots.

Just a point of English grammar/pronunciation; I think you meant "war weary", not "war wary". Wary is feeling or showing caution, and in this context, we are beyond that as they are all already at war. Weary pronounced differently, means showing tiredness as a result of excessive exertion. This also fits the context more accurately.

The European Union needs to buckle down and do more itself to prepare for defense and eventual offence, rely less on the USA to be there financial and military backbone.
The EU is an economical alliance, not a military one. It has no military power or defense pacts.
For example, Austria and Germany (Or Hungary, Italy or Czech doesn't matter pick what you like). All of them are members of the EU but Austria not member of the NATO.
That means, if Austria attack one of those countries, they are in war against all of them (and ofc USA) while if one of those countries attack Austria, none of them forced to do anything.

The problem with the scenario is that such a war would involve people from Saint Petersburg and Moscow area is dying. Not only that but also military bases and infrastructure being hit by missiles. It is possible that Russian support for the war would weaken as they went from a special operation to World War III. Also for military reasons I don’t think Russia can pull it off
