      Municipal police chiefs are often subordinate to the City Manager. The City Manager is under contract and can only be removed (and probably still get paid) by the City Council.
      It's NOT easy to simply remove a police chief.

      Another two cases need to be presented to the lying Chief . One of his " officers " drugged and raped a man and only got 4 years . Also another case where a citizen was violently arrested for no reason . Loveland PD has a bad history and the media should be on top of it but aren't ( as per usual ) . Remember , police are trained to lie , intimidate , incriminate and to break the law . Imagine if she was attacked ( in the same violent way ) by a fellow citizen . They would be arrested , charged and jailed but when ever police are involved they get a paid vacation . The police investigating it's own is a conflict of interest at any time . ALL police are thugs and scum . Also out of 4 bad cops where was the " good cops " we keep hearing about ? They don't exist because it's a myth .

      It’s one of the most hurtful videos I’ve ever seen because I picture that this elderly woman could easily have been my Mother (My Mom had dementia for years). Did any of these Cops have an ounce of humanity in their characters? It is abhorrent and disgraceful. One of the other commentators said they were allowed to resign with benefits. If that’s the case, I despair that there will ever be accountability in the Police Force. This is so patently an abuse of power, an abuse of an vulnerable elderly person AND the Officers were seen on CCTV LAUGHING about it! How sick is that! I’m getting angrier as I’m typing this. Now I think, PEOPLE like these Cops, should be removed permanently from the gene pool. The human race would be better off without these people as part of it.

That monster KNEW he hurt her ("hear that pop?") and LAUGHED about it then did not get her medical care and just let her set there with a broken bone for HOURS! Sick and sadistic. That monster has no business with a badge! He mentally just steps away from a concentration camp guard right there. It makes me sick to see.

      @@agf1700 Is anyone *really* surprised by this video ? Do you know what would surprise me: if a bunch of microbiologists got together & tortured helpless people. THAT would surprise me - this doesn’t. Some professions self-select for certain “types” of people. What little piece of shit monster grows up wanting to *CONTROL* other people ? A bully or an inept man-child with low self esteem, that’s who. The job description literally self-selects for assholes. Most police departments are comprised of these types of mentally-ill socially backward MISFITS. In a different time or place, these same *depraved* psychologically-stunted sadists would likely have similar profiles to slave owners or wife beaters (actually, data shows that cops *are* more likely to be domestic abusers, so the FACTS actually back up the latter part). There are a few exceptions (for instance, a kid whose dad or grandfather was a cop might dutifully want to follow in their footsteps & they aren’t mean-spirited or bullies), but the vast majority of cops seem to be dickheads.

      Jail time won't fix this! That is a sad truth!!! Serious Prison Time after a trial and conviction is a MUST, however!!! Like most criminals they didn't think this would see the light of day! The most telling thing is about their attitudes, and about their actions throughout from the start to the finish. Their belief that they are protected by Blue Vail "Thin Blue Line" and they were until it came too light!!! Though even more, telling is the City of Loveland's lack of any action until the video saw the light day. This is now and always will be out and out THUGGERY!!! Yet they did NOTHING until it went PUBLIC! How does jail time fix this mindset across the board? How many times has this sort of Crime happened that never see the light of day, behind the Blue Vail? The thin blue line is crossing a line that is doing more to undermine public trust than any other criminal could!

      What do you think they've been doing to Black people? We tried warning the public for nearly 158 years that police were abusive and brutal...       council very likely delegated power to fire to police chief albeit through the city manager. So they're all responsible. While the chief may refuse to terminate the council may bring pressure to bear on the city manager to replace that chief with one that would terminate...

    I was personally bullied as a victim of domestic violence by a police officer in Loveland. It wasn’t pretty. This sort of bullying and violence has been going on for longer than most of us realize or want to admit. My heart goes out to Karen and her family.

      I was staying at a motel ew drag through Loveland that goes through Thompson canyon e side of town n side of the street near the Loveland city paper. I was harassed bullied verbally abused by the Loveland police. This was after my car and my room number did not fit the description of the suspect. And I have a clean record. This was twenty ten. I still suffer from psychological damages from this incident. I went to the Loveland paper with an editorial. Don't know if it was printed

      I was a paramedic for over 32 years, now retired as a firefighter-paramedic. In my career profession my patients always came first over everyone else. I was their advocate and protector. It was a sacred duty I did not take lightly. What you do is not a job, it is a ministry.

      A Civilian review board with Power is needed. I have yet to see one that could fire or punish an abusive or criminal cop. Eliminate qualified immunity, and require every cop to supply self paid liability insurance.

      Wal-Mart had better start training their employees better when dealing with elderly people, Dementia hits folks even in their 50s. My Mother-n-law has Alzheimer's with Stoke. She puts things in her pockets, without knowing she has done this. I can go into all the behaviors but old folks simple forget. Why was the lady not allowed to pay for her flowers once she was told she hadn't paid for them. I've walked out of Wal-Mart with sunglasses on my head- I wear eyeglasses but sometimes contacts, I found a pair of glasses I liked and instead of putting them in the basket to get scratched I wore them on my head. Wal-Mart allowed me to pay for them- mistakes happen. Of course, that was 20 years ago when people were still human.

    I’m 70 and have had 4 shoulder rotator repairs. I’m now recovering from a reverse shoulder replacement. If a cop had done that to my arm, I’d never be able to use it again. I’m on my last result! This is inexcusable! Both my parents had dementia and this is horrible treatment for someone not understanding.

    You guys need to fire the police chief, its his fault, he knew, and at his press conference today he just made excuses, he said he knew everyone of his officers personally because it was his duty, then couldn't answer how old was the cop. Didnt have that info. Didnt know this , couldn't say that and was very upset at having yo be held accountable saying police are humans , really, what kind of human beats up a 80% helpless 73yr old woman then makes jokes and brags about it. And the Sargent with 26years at the dept is right there seeing nothing wrong, which means its systemic and the chiwfs fault , he knows them all personally remember, it his duty, unlike protecting the public obviously

I was the other Rodney King in the Spring of 1991...6 LAPD beat me nearly to death, broke my neck, destroyed my brain and laughed.....I've suffered every day and night (as have my family) for 30 years straight and I'm on my last legs now. I was 19.... attending university on scholarship, white and privileged some might say. I received a 'go to hell' letter from Bill Bratton thanking me for letting him know. I didn't receive a dime, only TBI and 30 years of little/no sleep and 40 years off my life. Nobody said boo on my behalf.
      Also, my friend had her skull bashed in and was gangraped by 7 on duty Boise Police Officers....Adam Crist, Adam Nielsen, Ltn Kevin Witmuss +4. This happened on Christmas Night 2011. For 10 years I shouted from the top of the mountain for Justice....it never arrived. She was white and middle-aged too. Cops shoot and kill 3 Americans a day or 1000 / year. I wonder how many they assault, maime and rape?
      The World only hears and cares about the ones who fit the narrative or the Agenda.
      America was just an experiment in Freedom. And it seems to have failed.

    Just before this video, I watched another Loveland Police incident with Preston Sowl which cost the City of Loveland taxpayers $290,000 to settle a lawsuit. I'd say there is a systemic problem with the Loveland Police Department and the way you deal with that is to cut off the head of the snake (fire the police chief.)

    If Loveland wants to be a trusted, safe city, the entire police force must be revamped and the Chief has to be fired. An injured elderly citizen was locked in a room, handcuffed behind her back while in dire need of medical treatment. If you _”can’t fire them”_ then defund the department.

    This shows the internal review board (the blue team) didn't actually review this case, if its taken the video to be released before any action has been taken, these officers probably don't remember which case as this is probably a routine occurrence for them, remove the blue team....file charges on whoever is named as the reviewers for derelict of duties and all officers involved directly or indirectly to this case should be charged as well

    To be a police officer it is well known that one has to pass a psych evaluation, what isn't widely known is in addition to 8th grade intelligence they actively seek individuals who take pleasure in, or otherwise enjoy, violence they call it "temperment" but what they mean is "are you the kind of person who would willing hurt others for any reason"

      Yes. Psychopathy is prevelant in policing by design. If you go to Google scholar and try to find information on prevelence of psychopathy in police, it's hard to get solid numbers, but you'll find prevelant of papers arguing its advantages, all of which seem to assume that police spend their whole day interacting with hardened criminals instead of the petty bs which makes up something like 97% of interactions.

    the giddy laughter of officer Hoff and his two cohorts makes one wonder just who are the real criminals in Loveland???...add to this the absolute lack of care or concern for Karen Garner as she sat injured in a jail cell for SIX HOURS!!! It is simply appalling that an elderly member of our society could be treated this way just to satiate the malignant ego of just one officer. The real issue here is just what kind of police culture can these kinds of police officers exist in the first place??? Almost as bad as the behavior of the officers depicted here, is the fact that this 'use of force' was endorsed up the chain of command. Only once the video footage was released to the public did the police chief even acknowledge the seriousness of the incident and the injuries that Karen Garner suffered at the hands of these thugs. Let alone the fact that Sgt. Metzler signed off on the situation in real time and tried to dissuade a citizen witness...this whole incident just demonstrates how diseased and corrupt policing is in America. Our African American brothers & sisters have been telling us this very fact for decades but now with everything on video we get to see what they've been dealing with for hundreds of years...this should have NEVER HAPPENED IN AMERICA, truly disgusting...

      Because we have a system of checks and balances.
      Police are part of the Executive Branch. They enforce the laws.
      City council is the legislative branch. They create the laws.
      Chief of Police is an appointed position by the mayor (executive branch). It is not an elected position.
      So, what people need to do is vote out the mayor if he is unwilling to replace the chief with somebody who cares about the citizens.
      Thats how it is supposed to work.

    The officers being so happy about their attack on that poor woman show the horrific level of sadism in that department. Nothing less than FIRING all of them in that video is required AND charges filed. The delay in that process is so wrong! It really shows a break down in their humanity.

    I called Loveland PD Monday @ 9:46 PM and asked about the beating of this elderly woman and they busted out laughing. I just found out that that call has been recorded. It will go on record as part of this investigation.

      Do you remember the Canadian driver who was arrested for driving without a valid license, in Georgia? I called them recently. I was told sneeringly I was "a piece of cake lady." Oh, officer who first answered the phone did not know a Canadian license was legal in the U.S. so they're still not teaching that. Supervisor told me emphatically 3 times that she was "married to the Sheriff" as if that was an official position.
      I called Canadian embassy, local newspaper, and the state of Georgia Governor's office. Embassy didn't seem to care, newspaper was interested (made me wonder if they might do a follow-up), Governor's office was deeply embarrassed and said my complaint would be reviewed; I believe them.
      Following up on these types of news pieces has become a minor hobby of mine. I suggest it to anyone. Let them know we're watching.

    This is what people have been saying all along. The police environment is a broken system. It's a shame that it's only when it gets to this point that many want to now take it seriously. If it were your family member then you would be reactive. Let's be proactive for once and hold the system accountable.

This was not a job for police. This should have been given to a social worker or mental health worker, perhaps with one officer accompanying them in case of trouble. They should have went to the home to talk to whoever cares for this lady to make sure someone goes with her to the store from now on, and of course make sure Walmart got their friggin 13.00 dollars back!
