The amount of UV used in blacklight (which passesskin also wothout tattoo) is considerable. Fluorescence is visible emmission, while UV (or other more shortwave, blue is often enough) absorbtion. Phosphorescence is the same - with considerable time delay. Most substances acting in that way are toxic, thats a problem. ...on the other hand so are all colerful stable pigments... The trick is to make them not bioavailiable under the skin. The downfall is the event of removal...
UV blacklight tattoos are very safe, as long as the ink is FDA approved and the tattoo artist knows what they're doing. The tattoos that actually glow in the dark? Not so much, they contain EverGlow and phosphors which are carcinogens, basically cancer. UV tattoos are the way to go :) Besides, how cool would it be to be able to hide your tattoo when you're at work then to glow when you're at a night club, laser tag or bowling? :D
