The real deal "bulletproof glass" is made with Lexan, something like one and a half inches thick in laminated layers. Laminated with what and how many layers thick I don't know, but if you get enough pieces of Lexan piled up and stuck together the right way you'll be able to trap some impressively powerful rounds inside the block. Far too bulky for armour, but if you can get it right then you know how to make ballistic face visors and windows.
The problem is your using individuals sheets stuck together. If it was one homogeneous piece I believe it wouldn’t shatter as much and would have had way more energy absorption. Alternatively you could have them spaced and the air resistance in between would have probably aided?
