I delete the "Tomcat v9.0 Server at localhost-config" and create new one, the HelloServlet works. It seems that the project changes not synchronized to tomcat.
The HTTP 404 indicates that the client was able to communicate with the server, but the server could not find the servlet you'd created. I think by simply restart the tomcat server, problem solved. Eclipse IDE could be able to re-compile source code at runtime, but to registry a new servlet, you need to restart it. For JSP and java file changes, you don't have to restart the tomcat server.

Why i am getting the HTTP Status 404 error when running the project, i followed
your exact footprint what could be the reason?
When you create & run the servlet right? You need to restart the tomcat server after register new servlet. Hope this helps!

Clean & build the project then restart. It should work (go to menu, Project => clean...). Otherwise, review all the steps. Good luck!
