  • Finally, after 2 long years... I got a recording of V13 with decent quality.
    __________
Number stations are shortwave radio stations, most likely used by the intelligence agencies of different countries. They are usually broadcasting numbers to spies in foreign countries. These numbers then decrypted by the spies using a so called "One time pad". Thanks to the One time pad, these messages are impossible to be cracked by anybody else, other than the person, who has the pad. Number stations are not as common as they were in the Cold War, but there is still a few of them, which are broadcasting as of 2019. Russia, Poland, Ukraine, North Korea, South Korea, Taiwan, Cuba and Egypt are the known countries that are still using number stations to communicate.
"V13 is a Taiwanese numbers station, broadcasting from Taipei, ROC. It is one of the longest running numbers stations, first heard in the early 1970s and still in active service as of 2022. V13 operates four numbered programs (#1, #2, #3, #4), each targeting a different part of East Asia. Each program is assigned to a fixed 2-hour time slot, during which the broadcast is repeated four times in 30-minute intervals. Typically, a different frequency is used during the second hour. The broadcasts are irregular, although they are often daily." - priyom.org

Here's some frequencies of the Spanish female (Cuban?) number stations I've monitored:10715,11530,11635, 13740,16180, 17480. These are quite active almost on a weekly schedule from my QTH in Santa Fe, NM. My radio is a Sangean ATS-909X-2 hooked up to an external 25ft. long wire antenna.

What’s the point of blasting music on a radio frequency when it sounds like static and earrape?

It doesn't matter, the music only indicates that a message is about to start. And besides, the quality of the transmission could be better on actual receiving end than here in this recording.

How do you manage to get a hold of the frequencies?

As the OP - the music is only meant to alert the target that the message is about to begin. It doesn’t have to sound good.

I caught it many times, but they were in such bad quality it wasn't worth uploading. This is the clearest so far.
