It is planning over decades and hard work.
Heavy industries, self reliance, educating your population, IT revolution all came gradually in India and not due to some "formula". It requires long term planning by dediated politicians. Stability in political framework, continuity in plans implemented by previous govt are all necessary. Also needed is a strong democratic framework within which investments from abroad flows.

Industrial growth needs innovation, capital, and more importantly skilled manpower. Skilled manpower needs good feeder system of good educational schools (not madrassah's) and universities etc. To setup industries you need stable economic policies and political stability, and a good investment climate overall. Pakistan is blessed with good natural resources, geographical location etc., it just simply does not have the politcal, educational and investment climate.
