Look at the normal skins back then, they have different look, nice design and worth it. Normal skins these days are just different color with minimal changes u can even play ''spot the difference'' 💀
I dont play kagura but I think she deserves a collector skin more than other heroes. There's just so much potential to play with effects wise, and she is not element based unlike vale, valir and kadita.
Worry not because she's getting a new limited skin! (Kinda like a squad skin) and the design has something like a spirit or something i think they'll use it for her ultimate like hayabusa's 3rd skill in 11.11 skin
