2/3rd members present and voting means. For example, if out of the 245 members in RS, if only 150 are present and voting, then the special majority required would be 101 and no need 163 Members. Am i correct?

Sir 103rd amendment in lokhsaba 326 members only present and vote .it was not 2/3rd of total stregnth. 323 votes favour and 3 votes againts .bill passed .

Sir, formation of new states nd names and altering its boundries,citizenship,abolition or creation of LC are doest not need to amend the consitution it is just need simple laws thats why simple majority .if we want to amend the consitution must be passed under article 368. Reference : your "union and its terriotory " class
