I was never a Hammer expert and I haven't watched this match yet to guess why he picked one over the other, but the global range and the moderate amount of burst damage are handy; I saw him try to nail a fleeing hero later in the match. Plus it's just fun.
Napalm does less damage on a shorter cooldown and adds some more dps to your rotation, but higher ELO players aren't going to just stand in it, so it feels more useful for poking, dismounting, zoning, and clearing camps and structures a bit faster.

Another reason its chosen that is not relevant to this particular match is its lvl 20 upgrade has some really strong uses on certain maps.
