Clearly, the job title of cop, attracts abusive sociopaths, psychopaths, perverts, and narcissists like drugs to an addict more than any legal profession!
Community residents are no longer feeling supported, feel safe, or trusting law enforcement under qualified abusive laws!
Until police pay fines themselves for unlawful acts the policing problem will never be fixed! ...

My adult daughter has had many hospital stays for her schizophrenia, and her brother, for bipolar disorder and PTSD. The staffs all have had to restrain patients, and yet somehow they do it without, batons, pepper spray, tasers, or guns. They have the training to deal with agitated and combative patients - but this gentleman was not either. There was absolutely no reason for the cops to literally jump into the situation. And once again, another person dealing with mental illness is treated as if they committed a crime. As a result, another death. It tears at my heart every time, I fear for the lives of my adult children.

I worked in a mental health facility and not once did we need to call police on a patient. We had patients get out of hand, but we had employees who could handle the situation. I'm not a expert on mental health facilities, but I thought that a hospital had to have employees that could handle these kinds of situations. This should never had happened, just like a lot of other killings. We can't keep going like this as a society, and as a black man from Calif ( calif seems to get a lot of attention) I'm a tad nervous to go to many places or to do much traveling, least on my motorcycle. But I'm not going to let that stop me, I want to ride cross country before I die and I just have to be careful.

Just maybe, if they quit slapping them on the wrists for ending people's lives and abusing them, and they were actually held accountable and punished instead of these "paid leaves" that I see most cops get when they get caught committing crimes😐. Have you ever been so sad, so frustrated, so scared, so confused, that you don't know what to do? That it's as if you're on autopilot?
Imagine the feeling of seeing a car speed toward you, the exact second before it hits you, even after you've moved. That terror. The horror, the silent plea to your god to protect you, answered by a hulking metal machine plowing through you?
That's the fear of being taken by almost a dozen people and wrestled to the ground, but it lasts so much longer. You struggle because you want to breathe and to get away and your already injured mind tells you to act in the only way you can, to struggle against what holds you down. You can imagine it if you allow yourself. You can feel your heart begin to pound if you allow yourself.
Now step back into the now and think...
What if that were your son? Your friend? Your family? What if it were you? Would you want to live in a system that allows for that overbearing cruelty? Would you really?
This system isn't broken, and it doesn't need "fixing".
This system is working exactly as intended, and needs to be dismantled.
    No gods no masters.

Mental illness is a disability in my country and people who experience mental health problems are given more care, compassion, understanding and patience so they can begin to recover. We have access to lawyers in psychiatric wards, we have a group of people to care for each other in the mental health community, there are job resources specially for people with disabilities. My family does not have to pay out of pocket for my mental healthcare. We are able to find housing support and we have monetary entitlements given by our government for food and housing. In my country a lot of people have these things but not all so we want the situation here to get better. What I saw in the video is shocking and to hear it is commonplace and has been going on is completely disturbing and wrong. Everyone in that room should be charged. It seems people in the U.S. are losing empathy for each other. Stop your government from giving 70% of your taxes to the military. A small chunk could give so many of your people who suffer more freedom to live independently and become good people.

I was thrown on a mattress and stripped down to nothing but my underwear and given multiple injections that put me out for 24 hours. This was done to me twice in an institution and a hospital. I was even strapped to a gurney and taken to a mental institution against my will. All the police and doctors worked aggressively against me to have me labeled as someone with psychosis and schizophrenia which I don't have. My crime: standing on a sidewalk. A few months ago a friend of mine was going through a health/mental crisis and asked me to take him to the emergency room. He was panicking extremely because of the fear of what he was going through so the hospital called the police. Instead of helping the doctors restrain him so they could treat him, they treated him like a criminal and tazed him 26 times putting him in a coma for 3 days. If that wasn't bad enough when he was released from the hospital, the police were waiting on him to take him straight to jail. When I picked him up from jail he needed to go back to the hospital and he found out he had a heart attack. Right now he's fighting the false charges against him. I told him he needs to get in touch with Ben Crump asap because he could've easily been dead right now

You got that right. I myself was put in handcuffs, thrown in a police car and taken to a mental institution where I was subjected to tremendous physical, mental, emotional, verbal, sexual and psychological abuse. The United States of Amerikkka is not in a position to preach democracy, freedom and human rights to other countries. It is the most dangerous entity to what it preaches on the face of this planet. They beat my friend until he was brain dead then left him on life support for like a month, parents were not notified until they showed up to his court hearing, I would say a month or two later. Dauphin county prison in Pa I believe it was 2018.. a lot of people in our neighborhood have rougher pasts, and criminal history. He did not. By the time I turned 21 I was already convicted omw to state prison to explain the difference. And just putting that out there so people don’t comment and criminalize my friend. My condolences to this woman and her family. Wish we could get some justice for my friend, but this is a corrupt place and coroner ruled it natural.

This seems also to come down to a basic question of legal "custody" in the first, and strictest, sense. Regardless of what the civil authorities (deputies) might have experienced in their previous dealings with Mr. Otieno, at some point, and in the midst of the actual intake process, "they" had decided to relinquish, or release or hand over, their custodial charge to the State hospital -- to the psychiatrist on duty, the staff, and any duly authorized security or technical personnel with pertinent expertise.
A clear distinction needs to be made, and probably is according with regulation and statute, between a police custody matter and a de facto mental health unit/hospital matter. I should think that, had the intake been accomplished, any normal interpretation of where, and to whom, "competent authority" had been otherwise transferred, and assumed, could not be questioned or countermanded, even by the Sheriff.
In fact, once accomplished, why should the contingent of deputies be anywhere on the property at all? Their business is not on the grounds of the hospital, and it is only proper, not to mention intelligent, that they take leave to resume duties elsewhere.
That the whole matter was, evidently, "in process" changes nothing; at some point, for everyone's sake, the worst sort of cop has to "get out of the way"; the cowards cannot be permitted to hide behind a badge, irrespective of their many years of cowering service.
Simply put, we are dealing either with a police matter or a mental health matter; and this is true insofar as there are procedures, and protocols along with specialized training, designed to deal specifically, effectively, and humanely with these very issues.
The police, obviously, are not in a position to make a call in these situations, and this is so in spite of any precaution on their end with regard to matters of safety or injury, whether to the self or others. I speak from personal experience: It takes far less than a football team of law enforcement and security personnel to subdue, otherwise control, and properly restrain, a person exhibiting behavior of an "uncooperative" or "non-compliant" nature. Leading the patient to a room, fitting "five-way restraints", and administering the appropriate medication accomplishes all that is needed -- safely, rationally, economically.
Insane behavior is on display in this video, exclusive of Mr. Otieno's manifest difficulties.
Let the "police", on their own time, deal with unsubstantiated criminal acts as they see fit; but keep their god-damned pig trotters off the body of a suffering soul.
