The job is basically to say what you are being told to say or what you are allowed to say, hence you just need a decent memory and preferably little to no personal opinions and a lack of conscience. Usually you do desire these people to have an ounce of charisma, but it feels like such qualities haven't exactly walked the hallways of the Whitehouse in quite a few decades... perhaps because anyone with that specific quality would be able to land a higher salary outside of the government.
