- Restoration of commuted portion of pension after 12 years-
Fifth CPC recommended reduction of the period from 15 to 12 years.
• It was not accepted by the Central Govt. whereas state Govts like Kerala, MP, Odisha and Punjab caused orders for restoration after 12 years.
• Interest charged for various advances like HBA is simple interest and not compound. As such there is no justification to recover more what it was advanced to retirees.
• The principal amount is fully recovered in 8.194 years. If it is 8% simple interest the interest for the commutation amount can be recovered within 2.66 years.
• The entire amount plus interest will be recovered within 10.85 years.
• Even after full recovery, the pensioners keep on paying for another 4.15 years.
• Risk factor for 4 years is exorbitant
• The death rate of India has witnessed significant decline. It was declined from 14.9 during 1971 to 6.0 during 2020. It is till reduced to 6.4 in rural and 5.1 in urban.
• From the Statistics, about 6% of the pensioners who are in the age group of 60 years to 70 years only have died. The risk factor is very less now.
• The life expectancy has raised to 69.7 years as per the report of the census commissioner. The Govt servant’s life expectancy as per WHO statistics is 77 years.
• Restoration of commuted portion after 12 years is ideal.
• The issue was discussed in the Standing Committee Meeting on 15.12.2023. The Govt side took a stand that Staff Side should wait till next pay commission and the demand is pre matured which was seriously protested.
• The Staff side emphasized that the DOP&PW has already recommended for restoration of Commuted pension after 12 years and the issue needs to be settled.
• DOP&PW and DOE will hold a meeting with Staff side to resolve the issue and if not resolved the same can be raised in the National Council JCM.

அரசு என்பது குறைந்த வட்டி விகிதத்தை அளவிடவேண்டும் .commutation தொகைக்கு அதிக வட்டி தொகை வசூலிப்பது, கந்து வட்டி வசூலிப்பது போன்று உள்ளது. அரசு 12 வருடங்களுக்கு பிறகு restoration செய்வது ஓய்வூதிய அரசு ஊழியர்கள் செய்யும் நல்ல உதவியாகவும்.

Sir your explanation on commutation amount related information is good self explanatory & clearly understandable. The government in the service time no timely promotion l MACP is being given.
The Pension law sr.no 5 is to be amended. I wrote about this to finance department ,Pension dept. and even respected Secretary ji...but all vain. Is tohe promise is not given before election we all pensioners should think of not voting to BJP. THE sad part is pensioners r being looted extra 5 years. Even many of the pensioners r nor even get full pension Mount even before the last day of life. But every of the pensioners is crushing the committee,meetings,officials & concerned ministers....in Tamil one should not get the curse from the person who is most suffering from inside & out outside.

Realistic demand. It should be restored atleast after 12 years. Already few State Govts implemented. Recent Courts judgements are also in favour of this.

I am central civil pensioner .I retired on 31.8.2o16. My expected release of computation after 15 years is on1.8.2022.❤ 17 years lapsed ,yet to restore computation through bank.So several requests represent attion is become a waste.I do not know why they continue to harase me.As per rules 15 years is the period for deduction.

It is automatic. After intimating the death of pensioner, family pension will be drawn automatically. So far the restoration of communtation it is automatic for the family pensioners even the pensioner died before 15 years

நான் 31/07/2021மத்திய அரசு பணி ஒய்வு பெற்றேன்.FMA rupees 1000 வாங்கி வந்தேன் பிறகு 01/12/2023 முதல் CGHS Card apply செய்து பெற்றேன்.அவர்கள் 01/08/2023 முதல் 31/11/2023 வரை 28 மாதம் கணக்கிட்டு இது வரை மாதம் 7703 வீதம் 23109 ரூபாய் பிடித்தம் செய்து கொண்டார்கள் மீதி தொகையை எவ்வளவு பிடித்தம் செய்யப்படும் என்பது தெரியவில்லை. பிடித்தம் செய்த பணம் சரியா இல்லை தவறா என்பது தெரியவில்லை.மீண்டும் பிடித்த பணம் கிடைக்க என்ன செய்ய வேண்டும் வழி இருந்தால் சொல்லுங்கள் ஐயா நன்றி.
