Efficiency is a combination of available manpower and bonuses from specific nearby buildings. Your efficiency issues are because you don’t have enough people for all your jobs. The extra efficiencies come from buildings that are within range which supply the materials needed for the building. You can boost efficiency by building in tight clusters around the final part building of an assembly process. (For example place the green circuits and sand miners close around the blue chip factory to boost its production.) Also you still need to pay attention to how many resources these miners provide compared to the ones required by the buildings. You probably have 10-20 times the needed miners for your production demands. As you said this is great for expandability but not when all your production efficiency is going in the crapper just like your oxygen deficiency which you tried to solve by adding yet more jobs. Delete the extra miners and you will free up probably 100 extra manpower. Manpower is the limiting factor in this game.
